Brown ground beef in skillet, stirring to break up, about 5 minutes or until no longer pink. Add onion, green
pepper, cabbage and rice and cook, stirring, for 2 minutes longer. Stir in tomato sauce, tomato paste,
and seasonings. Heat to boiling; reduce heat to a simmer. Cover and simmer, stirring occasionally, for 20 to 25
minutes, or until rice is tender. Add more water as needed.
