In a glass or plastic bowl or sturdy food storage bag, combine the cilantro, chili powder, cumin, garlic, lime juice, and olive oil. Add the steak tips and turn to thoroughly coat the beef with the marinade mixture.
Cover or seal the bag and marinate in the refrigerator for 2 to 4 hours.
