Put flour in a food storage bag. Shake each piece of beef in bag to coat with flour, using a meat mallet to pound flour into meat.
In a large skillet, heat oil over medium heat. Brown beef on both sides. Add onion and green bell pepper to skillet; cook until onion is tender. Drain.
To reserved potato liquid, add enough water to make 1 cup. Mix potato liquid with ketchup, Worcestershire sauce, and beef base or granules, salt, marjoram, and pepper; pour on beef onion mixture. Heat to boiling. Reduce heat, cover, and simmer until beef is tender, about 1 1/2 hours.
Add potatoes and beans to skillet; bring to a boil. Reduce heat, cover, and simmer until beans are tender, about 10 minutes.
