Preheat the oven to 375° F. Spray a 13x9x2-inch baking pan lightly with nonstick cooking spray.
In a bowl, combine the sour cream, eggs, scallions, celery, salmon, and lemon juice. On a tortilla, spread about 1/4 cup of the salmon mixture to within 1/2 inch of the edge. Roll the tortilla up. Repeat with remaining tortillas.
Arrange the tortillas, seam side down, in the prepared pan. Bake for about 15 minutes, until hot. Serve with salsa and your favorite garnishes.
