In a large deep skillet, combine the water, sliced lemon, green onions, salt, and pepper. Bring the water to a boil; reduce heat to low and simmer for 5 minutes. Add the salmon to the water. Cover and simmer for 7 to 10 minutes, until the salmon flakes easily with a fork. Carefully remove the salmon with a slotted spoon and arrange on a serving platter.
Sprinkle with chopped dill, if desired, and surround with several lemon wedges.
