Mix together meat, chopped onion, crackers, salt and pepper, egg whites and 1/2 cup of the tomato sauce. Form into a round loaf; place in a greased or foil-lined 9-inch square baking pan. Mix together remaining tomato sauce, vinegar, mustard and sugar; pour over meat loaf; pour water into pan. Bake in a preheated 350° oven for 1 hour.
